Citadel
A citadel provides ground combat defensive bonus for the planetary population and any defending legions. The bonus depends on the quality of ore the citadel was built from. A citadel adds one slot to the number of legions the planet may support. For non military, non admin planets, this number is originally zero, meaning that one home guard legion may be trained. A home guard legion may not equip any guild controlled weaponry.
You may discover planets with citadels built by ancient civilisations. These citadels also count as archaeological sites, however, they gain neither security nor network bonus for the system.
The populations of a planet with a (functional) citadel is much less inclined to rioting.
